Robert (Bob) Adler

Bio
Robert S. Adler is acting Chairman at the U. S. Consumer Product Safety Commission (CPSC). He began serving as a Commissioner August 18, 2009. He was renominated by President Obama on May 14, 2014 and confirmed by the senate on December 2, 2014. His term runs through October 2021. Prior to Commissioner Adler’s appointment, he served on the Obama Transition Team and co-authored a report on the CPSC for the Obama administration. Bob was previously a professor of Legal Studies at the University of North Carolina as the Luther Hodges Jr., Scholar in Ethics and Law at Chapel Hill’s Kenan-Flagler Business School. At the University of North Carolina, he served as the Associate Dean of the MBA Program and as Associate Dean for the School’s Bachelor of Science in Business Administration Program. Bob was a professor, he taught courses in business law, business ethics, business-government relations and negotiation. He won a university-wide teaching award, the Tanner Award, in 1996, and the undergraduate program's Distinguished Teaching Award in 1990. In 2004, he received the Gerald Barrett Faculty Award for outstanding teaching and service to the MBA Program. Bob's academic research interests included product safety, product liability, regulation, commercial law, medical malpractice, and negotiation. His article, "When David Meets Goliath: Dealing With Power Differentials in Negotiation," in the Spring 2000 issue of the Harvard Negotiation Law Review (co-authored with Elliot Silverstein) received the annual best article award by the CPR Institute for Dispute Resolution. Prior to his service at UNC, he spent nine years as an attorney-advisor to two commissioners at the U.S. Consumer Product Safety Commission in Washington, D.C. Subsequently, he served as counsel to the Subcommittee on Health and the Environment of the Committee on Energy and Commerce in the U.S. House of Representatives. While on the subcommittee, he worked on legislation relating to product liability, childhood vaccines, the Food and Drug Administration, medical malpractice, and the Consumer Product Safety Commission. Before joining the CPSC, Bob served as a deputy attorney general for the Pennsylvania Justice Department, where he headed the southwest regional office of the Pennsylvania Bureau of Consumer Protection. Throughout his career, he has been involved in numerous consumer protection and education activities for many years. He was elected six times to the board of directors of Consumers Union, publisher of Consumer Reports magazine. Bob graduated cum laude from the University of Pennsylvania in 1966 with a major in political science. He received a JD from the University of Michigan Law School in 1969

In September 2020, Isabella Chan joined Health Canada as Assistant Deputy Minister of the Healthy Environments and Consumer Safety Branch. Isabella came to Health Canada from the Tax Policy Branch of the Department of Finance, where she was Director General, Intergovernmental Tax Policy, Evaluation and Research Division. Prior to this position, she worked at the Treasury Board of Canada Secretariat from 2009 to 2018, where she occupied a number of executive positions, including the role of Executive Director, Social and Cultural Sector, responsible for the Indigenous, Health and Veterans portfolio. Isabella started her career in her hometown of Vancouver working for the British Columbia Ministry of Health Planning. She has a Master of Arts degree from the School of Social Work and Family Studies at the University of British Columbia.

Roger Charland has been the Director General of the Consumer and Hazardous Products Safety Directorate at Health Canada since September 2019. In his role, Roger is responsible for the assessment, management and communication of health and safety risks for all consumer products and cosmetics in Canada. Roger is also accountable for Canada’s national workplace hazard communication standard, the Workplace Hazardous Materials Information System, which includes federal regulations in place to protect Canadian workers from workplace hazardous products. He is also responsible for the administration of the exemption mechanism for trade secret for hazardous products in Canada. Before joining Health Canada, Roger held senior-level positions at Finance Canada, including Director General, Social Policy Division and Director General, Federal-Provincial Relations. Prior to these roles, Roger was Deputy Commissioner of Competition, Legislative and International Affairs at the Competition Bureau, Innovation, Science and Economic Development Canada (formerly Industry Canada). Roger holds a Master in Law from the Université de Montréal and a Bachelor in Civil Law from the University of Ottawa

Joanna has 20 years of experience in retail, including legal, environmental health & safety and product safety. As Founder and President of KARV Communications, Andrew brings a wealth of experience in a number of areas, including crisis communications, public affairs and media skills. An expert in creating communications strategies, Andrew has 25 years of experience overseeing and implementing crisis preparation; managing product recalls; financial and/or regulatory issues; and identifying and managing communications issues around complicated litigation.
Prior to founding KARV Communications, Andrew served for 15 years in various positions at Strategy XXI Partners and Kreab, including Managing Partner. From 1992- 1997 he was a political appointee in the Clinton Administration, including Managing Director of the United States Information Agency’s New York Foreign Press Center, and Senior Advisor for Communications to the Director of U.S.I.A beginning in January 1993.
Andrew was the White House communications representative for coordination of media during the 1994 GATT signing in Morocco; Deputy Spokesman for the US Delegation to the United Nations World Conference on Human Rights; National Security Council media representative in Haiti; worked on more than two dozen overseas trips of the President and Vice President, including APEC and G-7 Summit Meetings; and worked with more than a dozen federal agencies and cabinet officials.
Andrew was a founder of Volunteers for Democracy and worked in Slovakia, the Czech Republic, Hungary, Poland, Russia and Ukraine during their transitions to democracy, from 1989-1991. He has written articles for several American and foreign newspapers, is a member of the Council on Foreign Relations, and is a Board Member of the Swedish American Chamber of Commerce in New York.
Andrew graduated from The George Washington University in Washington D.C., and studied at Syracuse University’s London Centre. He is a former Adjunct Professor of Crisis Communications at Fordham University Graduate School of Business, and has been a guest lecturer at Columbia University, American University and others. Andrew lives in New York City with his wife and two daughters.

Ms. Hall is Vice President of Global Quality Assurance at Crayola, LLC where she leads the company’s worldwide efforts to ensure product integrity and quality. Bonnie also oversees Crayola’s global social responsibility program.
Prior to leading Crayola’s QA efforts, Bonnie was Director of Research & Development.
In this role she led the company’s product development organization and championed the innovation process. She also led the deployment of key product technologies into international markets.
Bonnie gained her extensive consumer product expertise working for Procter and Gamble in Cincinnati, Ohio. At P&G she held several positions in product development. Her contributions included the development and launch of Pert for Kids and Vibrant Color Safe Bleach as well as product improvements for Tide, Pantene, Clearasil and other consumer brands. She was awarded four US patents for skin care formulations.
She earned a BS in Chemical Engineering with a minor in International Relations from Lehigh University. While working toward her degree, she interned with Eastman Kodak Company in their synthetic chemicals division.
Bonnie is currently a member of the Collective Impact Council for United Way of the Greater Lehigh Valley and Chair of the United Way Community Investment Committee. She also serves on the advisory council for Women in Science and Engineering at the DaVinci Center. She is particularly interested in programs that encourage women to explore careers in science, technology, engineering and mathematics and served as an industry advisor to a National Science Foundation project at Lehigh University on this topic.
Bonnie resides in Bethlehem with her husband Jim, also a graduate of Lehigh University, and is the mother of two adult sons.

Kyran Hoff is Executive Director, Chief Engineer for GE Appliances, a Haier Company headquartered in Louisville, KY. Kyran leads the Office of Chief Engineer organization with responsibility for independent technical oversight across all product lines and platforms including energy regulations, technical regulations and standards, product safety, and cyber security. In this role, she also leads the Technical Career Path program which reinforces and recognizes career growth through building technical depth and expertise, partners with legal to manage the intellectual property portfolio, and is the Product Sustainability Pillar Leader, one of the company’s five Corporate Citizenship pillars.
Kyran earned a B.S. and M.S. in Mechanical Engineering from the University of Louisville Speed School of Engineering. Her career spans 25 years with GE Appliances in roles of increasing responsibility, first joining the company as a design engineer in the Dishwasher Technology organization. Her previous executive leadership roles include Engineering Manager - Technology Services, a global role with responsibility for the strategic planning and tactical execution of the engineering services for Lighting, Appliances, and Industrial Systems, Technology Manager, Dishwasher Technology with responsibility for leading the dishwasher engineering team to build a strong pipeline of leadership products and a culture of continuous improvement, and Technology Manager, Global Technology with responsibility for leading productivity and technology development for Sourced Products. Since 2014, Kyran has also served as the Women’s Network Executive Champion for GE Appliances. She currently serves on the Board of the Association of Home Appliances (AHAM) and is Chair of the AHAM Major Appliance Division.

Joan Lawrence

Joan Lawrence is Senior Vice President of Standards and Regulatory Affairs for The Toy Association. A 25+ year veteran of the Association, Ms. Lawrence's role includes managing its product safety programs -- including leading efforts in the development of U.S. and international safety standards for toys, and industry and consumer safety education programs to ensure safe play. Ms. Lawrence is chairperson of the Subcommittee on Toy Safety of ASTM International that oversees the U.S. federal toy safety standard ASTM F963. The multi-stakeholder technical subcommittee, comprised of medical and child development experts, engineers and designers, government, consumers, testing labs and industry, is known for its risk-based approach to standards development -- and its ability to identify and quickly address emerging hazards in the standard. In 2008, Congress recognized the work of the Subcommittee by mandating both the standard as federal law for all toys sold in the U.S., as well as the Subcommittee’s process and role to continually lead the effort. In 2013, the Subcommittee, under Ms. Lawrence's leadership, was awarded the prestigious CPSC Chairman's Safety Commendation Award for the Subcommittee's leadership in "preventing countless deaths and injuries" over its history. In 2019, Ms. Lawrence was awarded the ASTM Margaret Dana Award for her “commitment to the protection of children” and “untiring efforts to improve the safety of play”. Recognizing that toys should be safe no matter where there are made or sold, Ms. Lawrence helps lead Association efforts to encourage consistent, protective, risk-based toy safety standards worldwide -- and its industry educational programs on standards -- and is a tireless advocate for children's product safety. In that effort, Ms. Lawrence also chairs the U.S. technical advisory group to the ISO technical committee on toy safety and frequently works with officials and stakeholders internationally to share information on toy safety and standards. In 2010, she was recognized alongside officials from the U.S. Consumer Product Safety Commission (CPSC), U.S. Department of Commerce, U.S. Trade Representative, and Asia-Pacific economies, as a recipient of the Chairman’s Award from the American National Standards Institute (ANSI) for a joint-initiative to promote good regulatory practice and harmonized standards for toys in countries of the Asia-Pacific region. In 2016, Ms. Lawrence was awarded the "Wonder Woman" Award for Social Responsibility from the trade group Women in Toys, for her work on toy safety and ensuring safe play. Ms. Lawrence is a past-President and former Board member of the International Consumer Product Health and Safety Organization (ICPSHO) -- an independent, multi-stakeholder forum for communication and collaboration related to consumer safety and health; in 2016, she was named as the first recipient of ICPHSO's Ross Koeser Award for volunteer service to the organization. As a mother of three children and expert on toy safety, Ms. Lawrence also helps to develop consumer information on safety and standards, as well as offering guidance on how to choose appropriate toys and ensure safe play. She has been dubbed the "Toy Safety Mom" offering tips for safe play to parents and caregivers; her interviews and advice appear regularly on websites, parenting blogs and in traditional media and are featured in the consumer information website www.PlaySafe.org.

Krista, in her role as Director General for the Consumer Products and Controlled Substances Directorate at Health Canada, Krista is responsible for leading the overall compliance and enforcement activities of Health Canada related to consumer product safety, tobacco and vaping, and controlled substances. This Directorate is responsible for national planning and implementing operational plans for field inspection, investigation, compliance verification and enforcement measures.
Krista has worked for the Federal Government for over 25 years. She has worked in various departments including Aboriginal Affairs and Northern Development Canada, Veterans Affairs Canada and Treasury Board Secretariat in both operations and policy positions. Krista has held several senior management positions at Health Canada, including Regional Director General for the Atlantic Region.
Krista is a registered dietitian and received her Bachelor of Science (Nutrition) from Mount Saint Vincent University as well as obtained a Masters of Health Services Administration in 1994 from Dalhousie University.
As an experienced Executive with more than 20 years in the Executive Cadre, Krista has worked in both the private and public sector and has extensive experience in managing client service delivery operations and overseeing large scale change initiatives. Krista is passionate about mentoring and talent management and has many years championing these initiatives within her own organization nationally and interdepartmentally in her region.

Don Moffett has built his 20+ year career around leading domestic and international product quality, product safety / integrity and social compliance auditing teams, providing services and products to Fortune 500 and other consumer product firms on behalf of testing laboratories and product development companies. After obtaining his Bachelor and Master of Science degrees in General Engineering from the University of Illinois, Don launched the start of his journey to become one of the leading product safety and risk assessment experts in the consumer product industry, while also building an extensive skillset in developing and implementing business processes using risk based methodologies and Six Sigma principles. Don is currently working for Carhartt, Inc., the premium outdoor workwear company, as their Director of Social Compliance. In this role he has been responsible for building a new vision for Carhartt’s Social Compliance program, as well as monitoring the performance of over 300 factories to Carhartt’s Code of Conduct. In addition, he has taken on a larger role to revolutionize their Product Compliance program by building risk based process around the design, development and testing of their entire product line, to include their internal manufacturing, 3rd party manufacturing as well as their licensing programs.

Len Morrissey

Len Morrissey is the Director of Global Business Development and Strategy with ASTM International, one of the largest voluntary standards development organizations in the world. Len is responsible for the identification and development of new business opportunities and ventures across ASTM’s full spectrum of products and services. He leads a team that creates and executes innovative, strategic organizational initiatives based on market trends, national/international priorities, emerging technologies, marketplace challenges and innovation. Since joining ASTM in 1995, Len has served in a number of leadership roles in the Standards Development Division, ultimately directing a team that managed the standards activities for diverse portfolio of over 50 global industry sectors. From 2007-2018, he also oversaw all operational, strategic and regulatory initiatives related to the safety of consumers for a wide range of product categories. In this capacity, he worked closely with lawmakers, industry, regulators and consumer stakeholders to develop needed solutions to complex international trade and regulatory issues. He currently serves as a member of the Board of Directors for the International Consumer Product Safety Organization (ICPHSO) and sits on the Standards Development Organization Advisory Committee under the auspices of the Standards Council of Canada (SCC). A graduate of the Pennsylvania State University, Len holds a bachelor of arts degree in Letters, Arts and Sciences with additional concentrations in Business and History and a masters degree in Public Administration (MPA) from Villanova University.

At the Consumer Product Safety Commission, Richard. O’Brien oversees the regulatory agency’s international activities. This includes coordinating with foreign product safety agencies and providing training on U.S. requirements to foreign suppliers and to overseas buyers for U.S. sales.
Mr. O’Brien is a retired career U.S. Foreign Service Officer with over 30 years of federal service. Before joining the Foreign Service, he worked in trade promotion at the Commerce Department's International Trade Administration and earlier, at the Agriculture Department’s Foreign Agricultural Service as a Press and Public Information Specialist. Earlier, he held a variety of positions in the public relations and marketing field, including agency account executive, consultant, as well as staff public relations director for The Salvation Army.
Mr. O’Brien was born Dayton, Ohio, USA. He holds a Master’s Degree in International Affairs from George Washington University and a Bachelor’s Degree in Mass Communications from Towson State University. A veteran of both the U.S. Air Force and the U.S. Coast Guard Reserve, he has lived and worked in the Netherlands, the United Kingdom, South Korea, Germany, and Switzerland. Mr. O’Brien resides with his family in Bowie, Maryland.

Patricia Pelletier is the Director of the Risk Assessment Bureau of Health Canada’s Consumer Product Safety Directorate (CPSD) where she is responsible for information and data management including mandatory incident reporting and cosmetic notifications; triage; surveillance and monitoring; risk assessment; outreach and education; international engagement; and management of the Product Safety Laboratory.
Patricia has 20 years of service within the Government of Canada encompassing consumer product safety, environmental health research, biomonitoring, chemical emergency preparedness and response, climate change and air pollutant policy, and vehicle emissions testing. Prior to joining the federal government, Patricia worked for an engineering consulting firm. She holds a Bachelor of Science in Chemical Engineering from the University of Ottawa.

My name is Rafael Regla and I am responsible of the multilateral affairs of the Federal Consumer Protection Agency (Profeco) in Mexico. My main responsibilities are representing the Legal Advisory Office and other areas of Profeco in international consumer protection fora and liaising with other Mexican governmental agencies. The Legal Advisory Office participates in consumer protection groups within multilateral organizations such as the United Nations, the Organization for Economic Cooperation and Development, and the World Trade Organization.
I graduated from the National Autonomous University of Mexico (UNAM) with a B.S. in Psychology, and have experience in coordinating international social development programs at the local, state and federal level.

Nick Shipley

Nick Shipley is the director of the Risk Management Bureau within Health Canada's Consumer and Hazardous Products Safety Directorate (CHPSD) and was previously the manager of compliance and enforcement. Prior to joining CHPSD in 2015, Nick held a variety of roles in the regulation and compliance and enforcement of health products, such as drugs, natural health products and medical devices. Since joining CHPSD, Nick spends much more time looking for regulated hazards when buying consumer products for his family, especially on-line. He holds Bachelors and Masters Degrees in biology from the University of Ottawa.

Stefania Trombetti

Stefania Trombetti has worked in the Government of Canada for over 30 years, having served in
the Departments of Environment, Public Works and Government Services, Industry, Natural
Resources, and Health. Over the course of her career, Stefania has worked extensively in policy
research, analysis and development; federal-provincial/territorial relations; and, international
relations and trade.
She has been the Assistant Deputy Minister, Regulatory Operations and Enforcement Branch at
Health Canada since April 2019 and her team has supported the Government’s response to
Covid-19 by licensing drug and medical device establishments, managing drug shortages, and
enabling access to much-needed health products. Prior to this, she was Director General of the
Health Product Compliance Directorate, leading a national compliance monitoring and
enforcement program for drugs and natural health products, and a number of complex files,
including drug shortages and Good Manufacturing Practices inspection transformation.
Before joining Health Canada in February 2018, she held several senior executive positions at
Natural Resources Canada, including Director General, External Policy and Partnerships, and
Director General, Policy and Economics, Lands and Minerals Sector.
Stefania holds a Master of Arts (Political Studies) from Queen’s University and a Bachelor of
Social Sciences (Honours - Political Science) from the University of Ottawa. She also studied
Italian history, culture, language and art at the University for Foreigners in Perugia, Italy.

Mary Frances is the Director of the Consumer Product Safety Program with Health Canada’s Regulatory Operations and Enforcement Branch. She previously led, as director, the Tobacco Control, Pesticide Compliance, and Environmental Health Programs at Health Canada. Prior to joining Health Canada, Mary Frances worked for the Public Health Agency of Canada in Ottawa and in Edmonton where she held roles in population health programs, research, evaluation, policy and planning. Mary Frances has a Bachelor's degree in International Development (Economics and Social Anthropology) and a Master's degree in Health Promotion, both from Dalhousie University. She is a credentialed evaluator with the Canadian Evaluation Society and has authored several academic publications on evaluation.
