Pinuccia Contino is the Head of Product Safety and Rapid Alert System in the Directorate-General for Justice and Consumers of the European Commission (DG JUST). In this capacity, among other things, she is working on emerging issues such as connected devices and cybersecurity, on the online aspects of product safety, and on the enhancement of the Rapid Alert System (Safety Gate/RAPEX), making the most of international cooperation and intensifying stakeholder involvement.


  Alexander Hoehn-Saric

Bio

Alexander Hoehn-Saric is Chair of the U.S. Consumer Product Safety Commission (CPSC). He was nominated by President Joseph R. Biden on July 13, 2021. He was confirmed by the U.S. Senate on October 7, 2021 for a term that expires on October 27, 2027. Prior to joining the Commission, Mr. Hoehn-Saric was Chief Counsel for Communications and Consumer Protection with the U.S. House of Representatives Committee on Energy & Commerce. In this role, he served as the chief legal advisor to Chairman Pallone on the Committee on consumer product safety, auto safety, consumer protection, privacy, broadband, and other communications issues. During his tenure, Mr. Hoehn-Saric was instrumental in oversight of consumer product safety matters and drafting legislation to increase the authority and resources for the CPSC. Previously, Mr. Hoehn-Saric was Senior Vice President, Government Affairs, for Charter Communications. He also served as Policy Director for Commissioner Jessica Rosenworcel at the Federal Communications Commission and worked at the Department of Commerce as the Deputy General Counsel for Strategic Initiatives. Mr. Hoehn-Saric also worked on the U.S. Senate Commerce, Science and Transportation Committee for Chairmen Rockefeller and Inouye. While at the Commerce Committee, Mr. Hoehn-Saric worked on the subcommittees responsible for oversight of the Consumer Product Safety Commission and was integral in the drafting of the Consumer Product Safety Improvement Act and the Virginia Graeme Baker Pool and Spa Safety Act. He also worked for Senator Boxer as her Policy Counsel. Prior to joining government service, Mr. Hoehn-Saric worked for Latham & Watkins as a regulatory attorney and Sullivan & Cromwell as a litigation attorney. He also clerked for the Honorable Benson E. Legg, U.S. District Court for the District of Maryland. Mr. Hoehn-Saric received an A.B. from the University of Chicago and a juris doctor degree from UCLA Law School.

Jude is a leading Creative Technologist & Physical Prototyping Expert. He has worked with household names such as Dyson and LEGO, as well as a range of start-ups. He is one of the eight featured inventors in BBC Two's “Big Life Fix” documentary series that helps people with disabilities through technology and design. He has also worked alongside Sir David Jason - fabricating replicas of Great British Inventions from household materials, and flying rockets for Channel 4. Winner of the 2020 Alastair Graham-Bryce "Imagineering" Award (IMechE), Jude thrives in high risk collaborations, uncertainty and pressure - drawing from global networks and experiences to deliver high profile campaigns and digital/physical products. His commercial work is a mixture of insights, strategy, and rapid beta testing in new markets. He recently curated an ambitious Webinar Series, and Training Hackathon in collaboration with ProtoLabs on Design & Sustainability.


  Dr. Nelleke van der Puil

Nelleke joined The LEGO Group as Vice President of Materials in 2014. She is responsible for the current and future materials in LEGO core line products; one of the drivers of the LEGO sustainability agenda (Materials Ambition 2030). In December 2015, Nelleke was assigned to head of the technical mission of the Sustainable Materials Center in Billund. Prior to joining LEGO, Nelleke worked at Avantium b.v. in Amsterdam (2000-2014), where she held various management positions (among which VP Operations and VP Technology Development). She worked as an R&D Engineer at former ABB Lummus Global, now Lummus CBI, at the Technology R&D center in Bloomfield, New Jersey, USA (1997-2000).Nelleke holds a PhD and MSc in Chemical Engineering from the Delft University of Technology

Ms. Acoca joined the OECD’s Directorate for Science, Technology and Innovation in 2005, where she supports the activities of the OECD’s Committee on Consumer Policy on protecting consumers in the digital transformation and improving the evidence base for consumer policy making, and of its Working Party on Consumer Product Safety. Prior to joining the OECD, Ms. Acoca practiced as competition law attorney in international law firms in Brussels and Paris. She holds a Legal Master degree (LLM) in European Institutional and Competition Law from the College of Europe (Bruges, Belgium) and a postgraduate degree in European and Private International law from University Paris II Panthéon-Assas.


  Saud Alaskar

Eng. Saud Bin Rashid Alaskar is the Vice Governor of the Saudi Standards, Metrology and Quality Organization for Conformity and Operations. He is considered one of highly qualified national expert on conformity and standardization issues. He held many senior management positions, including director of conformity assessment department at GCC standardization organization since 2005, the secretary general of GSO during the transition period from March to October 2008, and was responsible for the program of GCC conformity certificates for Vehicles. Prior to that and since 1988, Alaskar held many positions until he was appointed Director of Accreditation Department, in Saudi Arabian Standards and Metrology Organization. In addition, Eng. Alaskar served as member of the executive board of Saudi Committee for Consumer Protection Association for three terms, and currently serves on the Board of Director of Saudi Accreditation Center (SAC).

Karin Athanas is the Executive Director of TIC Council Americas. In her role, Karin oversees policy initiatives, outreach to stakeholders, and engagement with regulatory, government, and oversight agencies. Karin also serves as Director on the Forensic Specialties Accreditation Board (FSAB) and committee member of numerous standards development committees. Karin has previously served as a board member on the OSAC Forensic Science Standards Board (FSSB) and past Chair of the OSAC Quality Infrastructure Committee (QIC). Karin is a standards and conformity assessment expert with 12+ years of experience working on issues of conformance, quality, and reliability. An experienced lead auditor to international standards, Karin has a Bachelor of Science in Biology from Arizona State University and a Master in Forensic Science from George Washington University.

As the Director of Standards Programs at Underwriters Laboratories Inc, Dr. George Borlase sets the vision, strategy and goals for UL’s standards programs He provides leadership in the transformation of UL standards to ensure their value is maximized, that UL’s standards activities actively look to engage others, lead the drive to initiate, develop, and publish new and updated safety standards, and shorten the gap between discovery and adoption of new findings. Prior to joining Underwriters Laboratories Inc, he was a Research Staff Member at the Science and Technology Policy Institute, where he supported the White House Office of Science and Technology Policy on various initiatives including veteran suicide, ocean research, and resilience. He was as a member of the Senior Executive Service at the Consumer Product Safety Commission (CPSC) from 2011-2019. Before joining CPSC he spent 12 years in various safety and public policy roles, including working at the National Oceanic and Atmospheric Administration (NOAA), the White House Office of Science and Technology Policy as an American Society of Mechanical Engineers Federal Government Fellow, and at the Johns Hopkins University Applied Physics Laboratory. He started his career serving 10 years of active duty as an officer in the U.S. Coast Guard. He has engineering degrees from the Catholic University of America, the University of Michigan, and the United States Coast Guard Academy, and is a licensed Professional Engineer in Maryland.

Heather Capell Bramble is a senior executive with more than 20 years of legal and management experience in roles at corporations, the federal government, and private law firms. She has significant product safety and assurance experience from both the retailor and manufacturer perspective. Heather is currently Head of Regulatory Affairs (Safety) for Mattel, Inc. Prior to working at Mattel, she was Senior Corporate Counsel for Global Product and Food Safety & Compliance at Amazon.com. From 2013-2017, Heather worked as Chief Counsel to Commissioner Robinson at the US Consumer Product Safety Commission. Earlier in her career, she was a trial attorney in the Division of Enforcement at the US Commodity Futures Trading Commission and has spent time as a litigator and regulatory attorney at private law firms. Heather received her J.D. from The University of Texas Law School and her B.A. with Highest Honors from the State University of New York at Binghamton. She lives with her spouse, Jocelyn, and their two children in Washington, D.C.

Michael is Chief Compliance Officer and Managing Counsel at GE Appliances, a Haier company headquartered in Louisville (“GEA”). He is a trusted business advisor in safety-related regulatory and litigation matters and responsible for the corporate compliance and ethics program for a multinational consumer electronics and home appliances manufacturer. Michael also co-leads GEA’s regulatory and government affairs practice and works with stakeholders at the federal, state and local levels on advocacy efforts in regulatory and legislative initiatives impacting our industry. He advises senior corporate officers on legislative and public policy issues affecting product safety and smart-enabled technologies. A Washington, D.C. native, Michael studied at the University of Michigan, Ann Arbor, earning a B.A. and M.S.W. between 1990 and 1996. After graduating from the University of Michigan Law School, he joined Winston & Strawn LLP in Washington, D.C., specializing in consumer product safety, white color and grand jury investigations, and product liability litigation. He represented consumer electronics companies, pharmaceutical concerns, and health care systems. He was counsel for respondent in the FTC’s 2004 landmark antitrust hospital merger administrative proceeding, FTC v. Evanston Northwestern Healthcare. Michael and his wife Gina live in Louisville with their three children, Dominic (10), Vincent (8) and Sophia (6). His interests include marathon running and cooking.

Mark S. Fellin is the Senior Manager for Product Trust and Regulatory Compliance at Amazon. Prior to assuming this role, Mark served as the Worldwide Regulatory Intelligence Manager for Amazon’s Global Trade Services team. In that role, Mark was responsible for leading the development, promotion, and implementation of regulatory policies for Amazon Direct Imports. Mark’s career in the product compliance industry includes roles in retail, manufacturing, regulatory and legislative efforts. He served as the Director of Regulatory and Legislative Affairs for the Juvenile Products Manufacturers Association (JPMA). Fellin’s government career spans appointments with the Consumer Product Safety Commission (CPSC) where he worked as the Public Affairs and Legislative Specialist under Commissioner Anne M. Northup and in the U.S. Senate where he served as a Legislative Correspondent for Senator Richard M. Burr. During the course of his career, Mr. Fellin has testified before the U.S. House of Representatives and lobbied in over 10 state capitols.   Dr. David Fortenbaugh

Dr. Fortenbaugh is an engineering consultant with ESi. He has a B.S. in Biomedical Engineering from Yale University, an M.S. in Movement Science with a specialization in biomechanics from Barry University, and a Ph.D. in Ergonomics from the University of Miami. He has forensically investigated over 700 accidents and has extensive experience in product testing and analysis. He routinely consults for various industries on human factors issues, frequently with respect to on-product warning labels, instructions, and signage. Christophe Garnier has a Masters in Computer Sciences from UGA in Grenoble, France. He has more than 10 years of experience in Schneider Electric’s Environmental Department and is an expert in environmental Life Cycle Assessment and Ecodesign of products. Christophe is now dedicated to representing Schneider Electric in formal standards bodies and professional consortia, also as chairman. He is a member of several groups developing environmental standards, including the European CEN/CENELEC/ETSI TC10 preparing the series of Circular Economy standards. Christophe is also an expert in professional associations and led a consortium of UPS manufacturers to participate in the Product Environmental Footprint (PEF) Pilot program of the EU Commission (2013-2018).

Dev Gowda has been the Assistant Director of the nonprofit organization Kids In Danger (KID) since 2018. Dev works on KID's outreach and education, research, and advocacy to fulfill KID's mission to protect children by fighting for product safety. Prior to joining KID, Dev spent five years at U.S. Public Interest Research Group (PIRG) leading campaigns on toxic chemicals, public health, and children's product safety. Dev lives in Chicago and received his B.S. in Psychology from the University of Illinois at Urbana-Champaign and his J.D. from the University of Minnesota Law School.

Nesrin Gündoğan Üzer is the Head of the European Union Technical Harmonization Department at the DG for Product Safety and Inspection of the Ministry of Trade of the Republic of Turkey. In this role she is responsible for Turkey’s harmonization of the EU horizontal technical legislation on products and for the coordination of the adoption of the EU vertical technical legislation on national level. She was the Commercial Counsellor of the Republic of Turkey in Thailand from 2011 to 2015. She holds a Bachelor of Science in International Relations from the Middle East Technical University, a Master of Arts Degree in European Affairs from the University of Birmingham and is a PhD Candidate in International Relations.

Prior to joining Microsoft, she was a senior legal counsel with Weyerhaeuser Company, where her practice addressed product safety, certification, and registration; environment, health, safety, and energy compliance, enforcement, and litigation; materials and services procurement; and business and transactional activities. Early in her career Kim was a litigation associate with the Seattle firm of Gaitán & Cusack, and a Deputy Prosecuting Attorney – Civil Division for Clallam County, Washington. She is admitted to practice in Washington state, the U.S. District Courts for the Western and Eastern Districts of Washington, and before the 9th Circuit Court of Appeals.

Yvonne Lievens has been working for Mattel for 12 years where she oversees the product safety and regulatory compliance for the EMEA region. This includes compliance to requirements in the sustainability field both from (draft) legislation as internal goals. Yvonne is the chairman for the Dutch standards committee for child care articles and co-chair of the Product Safety & Environmental Committee of the Toys Industries of Europe and a member of various toy safety standards committees. Previously she worked for the Dutch Consumer Safety Institute and retailer V&D.

Therese Lilliebladh, Requirement Manager for chemicals at the Range & Product Development Department at IKEA of Sweden, which is the unit responsible for developing the whole IKEA product range as well as securing the supply of it. Therese leads the team responsible for setting the IKEA chemical product requirements for the supply chain and product development. Therese is also responsible for the global IKEA Chemical Strategy and is leading the work to phase-out and substitute chemicals of concern.

Prior to Google, John was a Principal Engineer at Exponent, working on reliability & failure analysis issues, expert witness litigation support, and product safety recalls across a broad range of industries. Previously, he consulted individually and with DfR Solutions as well as managed reliability testing and failure analysis at multiple start-ups (telecommunications devices), Coherent (medical, commercial, and industrial lasers), and Baxter International (implanted medical devices). John received his Ph.D. degree in Materials Engineering from the University of California at Santa Barbara, and his B.S. degree in Materials Science Engineering from the University of California at Berkeley. He is a Certified Reliability Engineer and a licensed Professional Engineer (Mechanical Engineering)."

Len is responsible for the identification and development of new business opportunities and ventures across ASTM’s full spectrum of products and services. He leads a team that creates and executes innovative, strategic organizational initiatives based on market trends, national/international priorities, emerging technologies, marketplace challenges and innovation. He is a member of the Board of Directors for the International Consumer Product Safety Organization (ICPHSO) and currently serves as Treasurer of the organization.


  Ian Moverly

As the Director of Communications & Public Affairs at Whirlpool Corporation in the UK, Ian Moverley sets the strategy and objectives to deliver the company vision to improve life at home for millions of UK families who own and use their products on a daily basis. He has worked at Whirlpool for 25 years across a variety of fields including communications, government relations, brand and digital marketing. More recently he led the company’s recent UK product recalls for washing machines and tumble dryers with a particular attention to improve recall engagement rates amongst vulnerable groups. He has a Bachelor’s degree in Economics from the University of Humberside and Master’s degree in marketing from Nottingham Trent University.


  Brandan Mueller

Brandan Mueller has extensive litigation and regulatory experience with matters ranging from counseling clients on the development of new products to the investigation and trial of cases involving catastrophic incidents. Brandan has over two decades of practice helping manufacturers, retailers and distributors make compliance a value add for their products. As a proactive measure, Brandan counsels clients on compliance issues, product recalls and potential exposure to lawsuits. He drafts product warnings, warranties and instructions, and he guides clients in product testing and product warning analysis. Brandan also advises clients on reporting requirements to the Consumer Product Safety Commission and often addresses state, federal and international regulations, as well as industry and consensus standards. He has investigated hundreds of product issues. Brandan Chairs Husch Blackwell's Mass Tort and Product Liability Practice Group with over 110 members across 14 cities.


  Richard O'Brien

At the Consumer Product Safety Commission, Richard. O’Brien oversees the regulatory agency’s international activities. This includes coordinating with foreign product safety agencies and providing training on U.S. requirements to foreign suppliers and to overseas buyers for U.S. sales. Mr. O’Brien is a retired career U.S. Foreign Service Officer with over 30 years of federal service. Before joining the Foreign Service, he worked in trade promotion at the Commerce Department's International Trade Administration and earlier, at the Agriculture Department’s Foreign Agricultural Service as a Press and Public Information Specialist. Earlier, he held a variety of positions in the public relations and marketing field, including agency account executive, consultant, as well as staff public relations director for The Salvation Army. Mr. O’Brien was born Dayton, Ohio, USA. He holds a Master’s Degree in International Affairs from George Washington University and a Bachelor’s Degree in Mass Communications from Towson State University. A veteran of both the U.S. Air Force and the U.S. Coast Guard Reserve, he has lived and worked in the Netherlands, the United Kingdom, South Korea, Germany, and Switzerland. Mr. O’Brien resides with his family in Bowie, Maryland.

Dr. Opperer leads the EMEA Product Trust and Regulatory Affairs within Amazon’s Product Safety and Compliance team. Prior to joining Amazon, he spent 16 years as a consumer product safety consultant. He has extensive experience in product hazard and risk assessment which he has gained while helping a variety of brands representing the consumer products, food and beverage, pharmaceutical, and baby products sectors. He has applied his knowledge of engineering design, manufacturing, and quality control process to help his clients to develop, manufacture, and distribute safe and quality products in the consumer goods market. He supported his clients in three main areas: proactive assessment, reactive incident investigations, and by reviewing and improving the “concept to consumer” product development process. He has a strong focus on the “consumer experience” and the human factor of product interaction. Prior to joining Amazon Dr. Opperer was a Senior Consultant in Exponent’s Mechanical Engineering Practice and the Technical Operations Director for Intertek’s European Product Assurance and Risk Assessment and Management group. During this time, he provided tactical and strategic safety and quality consulting services for his product development and retail clients, which resulted in sustainable safe product-to-market/stay-in-market programs. Dr. Opperer has conducted product assessments to support his customers’ challenges from the US Consumer Product Safety Commission (CPSC) and from EU Member State authorities. Examples of his proactive work to enable safe and quality product development include: driving risk management strategy/policy development, writing manuals, running crisis management workshops, creating and presenting custom risk management training programs, substantiation of product performance claims, and use of risk assessment methodologies to drive design decisions.

Alexander (Alex) J. Porter is the Global Director of Engineering at Intertek and has been with the company since 1992. He has held positions in materials testing, finite element analysis, sales, engineering development, Chief Engineer and now Global Director of Engineering. Alex has three patents related to accelerated testing equipment and has authored over 40 articles and technical papers on accelerated testing. Alex is the principal architect for the current global qualification system that tracks the engineering qualifications across three continents for Intertek's Electrical business line. Alex is a member of SAE, he holds a B.S. in Aircraft Engineering and an M.S. in Mechanical Engineering from Western Michigan University.

He has been an in-house lawyer and has been affiliated with a law firm since 1987, counseling clients on product safety and compliance matters. Ken has been involved in standards activities in the U.S. and worldwide and counseled on their effect on product safety, regulatory compliance and product liability. Ken was a member of the Board of Directors for the International Consumer Product Safety Organization (ICPHSO) and is now on the Board of Directors of the Society for Product Safety Professionals.

Antonino Serra-Cambaceres is a lawyer, with a law degree at the Universidad de Buenos Aires, Argentina. Since 1990 works on consumer protection and consumer law. He was the co-ordinator of the legal team at ADELCO, Argentina’s Consumer Protection League until 1997. He represented ADELCO in the drafting of Argentina’s Consumer Protection Law. In 1997 he created the Consumer Arbitration Courts of Argentina, where he was also an arbiter. In 1998 he joined Consumers International, as the legal co-ordinator at its Santiago Office in Chile. Currently, he is its Advocacy Manager. He was engaged in projects and programmes at CI that include law development, competition, access to knowledge, standards, CSR, e-commerce, product safety, among others. He was in charge of the Euro-Latin American Consumer Dialogue between 2000 and 2003. He led CI’s representation in the review and update of the UN Guidelines for Consumer Protection, approved in 2015. He was one of the members of the team that drafted CI’s Latin American Model Law for Consumer Protection, guiding its revision in 2003. He is also the co-ordinator of the drafting committee of CI’s Familiar Insolvency Law for Latin America and the Caribbean. He was professor at the posgraduate courses on consumer law and telecommunications law at the Faculty of Law of the Universidad de Buenos Aires, and gave classes in several universities such as University of Chile, Universuty of Concepción (Chile), Catholic University of Sao Paulo (Brazil), University of Québec at Montréal, San Martín de Porres University (Perú).

"Rachel Weintraub is the Legislative Director and General Counsel for Consumer Federation of America (CFA). Previously, she was the Director of Product Safety. Rachel has worked with Consumer Federation of America since 2002. Her primary focus is advocacy on product safety issues. Ms. Weintraub represents CFA on behalf of consumers before the Consumer Product Safety Commission, Congress, state legislatures, and within voluntary standard setting organizations. Additionally for CFA, she works on civil justice, regulatory reform, and financial services issues as well as on a wide range of internal legal issues. Ms. Weintraub testifies on behalf of consumers before Congress and before the Consumer Product Safety Commission concerning numerous product safety issues. Ms. Weintraub frequently talks to the media about product safety and other consumer issues and has spoken about product safety issues at numerous national conferences. Rachel serves on the F 15 Executive Committee of ASTM. Rachel is a past president of the International Consumer Product Health and Safety Organization and serves on the board of ANSI. Prior to her work for CFA, Ms. Weintraub was a consumer advocate with the U.S. Public Interest Research Group, the national lobbying office for the state PIRGs, from September 1999 until December 2001. While at U.S. PIRG, she represented consumers on product safety, civil justice and health care issues. In 1999, Ms Weintraub graduated from the Boston University School of Law (JD). She spent her last year of law school at the Georgetown University Law Center where she also worked as a research assistant for the Federal Legislation Clinic.
